Most market-entry plans for Mexico are detailed on the legal entity, the site and the supply chain. The people side is often reduced to a line item: hire a country manager, then let them build the team. These are the decisions that are much harder to fix once the operation is running.

1. What the initial structure looks like

Who reports to whom, locally and to headquarters? Which decisions are made in Mexico and which are escalated? An operation that starts without clear decision rights tends to either stall or improvise.

2. How the staffing model fits the Mexican framework

Mexico’s 2021 subcontracting reform changed how companies can use third parties to staff their operations. Direct employment, specialized services and the related registration requirements need to be designed with your legal and tax advisors before hiring begins, not after.

3. Which roles come first

The first hires shape everything that follows. A plant manager, an HR lead and a finance lead hired in the wrong order, or with the wrong profile, will build the operation in their own image. Sequencing key roles is a strategic decision.

4. Which headquarters policies travel, and which do not

Global HR policies rarely translate directly. Working hours, benefits, contracts, internal work regulations and termination practices all have local implications. Deciding early what is global and what is local avoids rework and exposure.

5. How culture will be transferred

Culture is not transferred by a presentation. It is transferred through onboarding, leadership behavior and the way early decisions are made. Designing that deliberately is part of building the operation.

None of these decisions require a large team. They require someone on the ground who understands both how the business works and how people are managed in Mexico.
